Job Description:

This enables us to effectively serve the needs of our members and help them succeed.Assists in the administration of the Affordable Housing Program (AHP), specifically manage the creation, deployment, monitoring and reporting of Down Payment Products (DPP). This includes the supervision of two Down Payment Products Analyst positions. Also assists the Rental Housing Manager in the evaluation and selection of Affordable Housing Program (AHP) rental applications, disbursements, project completion monitoring to ensure compliance with applicable federal regulations, bank policies and procedures.Accountabilities:Responsibilities/Duties/Function/Tasks:

  • Manage the creation, deployment, monitoring and reporting of Down Payment Products (DPP)
  • Supervise and is responsible for the evaluations and analysis performed by two DPP Analyst positions.
  • Providing the Director of Community Investment with updates and status reports for the DPP.
  • Assists the Rental Housing Manager in the:
  • Analysis, review and selection of AHP rental applications by performing advanced business plan evaluation, project feasibility analysis, and market analysis of the applications;
  • Analyze complex multifamily rental project disbursements to ensure the project is viable for funding;
  • Analyze and reviews project status reports and other information to ensure that projects are in compliance with AHP regulations and Bank policies.
  • Provide technical assistance to member institutions, non-profit organizations and community/government leaders, on the features and uses of the Affordable Housing Program.
  • Ensure compliance with applicable laws and regulations as well as Bank policies and procedures, and develop, implement, and oversee an effective internal controls environment. This may include execution of internal controls, especially applicable SOX 404 controls, and maintain documentation to support that execution; Ensure that the departmental UDAs are necessary, correctly developed, properly risk rated and maintained and that all UDA controls are executed, as certified; ensure timely reporting of operational risk exceptions and execution of related remediation plans; ensure timely completion of SSAE 16 reviews, and other vendor relationship owner responsibilities; take ownership of risk models through their lifecycles in accordance with the Model Risk Management Policy and Procedures, if applicable; develop, maintain, and oversee applicable departmental procedures; ensure reporting of known or suspected fraud, violations of law, regulation, internal controls, policy or procedures to appropriate levels of management; ensure timely completion of all assigned internal training; periodically assess the effectiveness of the control environment and when necessary, implement improvements.
    • Manage and Develop Team Members: Manage and develop high performing team members through communication, feedback, coaching and completion of mid-year and year end performance evaluations; Demonstrate behavior that is supportive of the Bank's values; Meet and communicates regularly with direct reports; Effectively utilize team members' unique knowledge, skills, experiences and work styles; Provide one-on-one coaching and development opportunities to employees; Help employees understand how their roles align with the Bank's vision, mission and strategic business plan.
    • Performs other duties as assigned.Qualifications:
      • Bachelor's Degree in Finance, Accounting, Business, Economics, related field, or equivalent years' experience
      • MBA, advanced banking school, or professional housing certification preferred
      • Evidence of a broad range and understanding of housing programs and finance
      • 5 to 8 years' experience in the following areas: residential real estate lending; commercial real estate underwriting and lending; housing development and housing finance
      • Proven experience analyzing complex real estate budgets and operating statements to determine project feasibility
      • Strong team player and ability to communicate with a diverse clientele group including member institutions, project sponsors, management, the Board and the general public
      • Ability to negotiate with member banks; nonprofit and for profit developers; local, state and federal governments during the funding and monitoring of AHP projects
      • Excellent analytical, interpersonal, oral and written communication skills
      • Ability to gather, assemble, correlate and analyze facts; to devise solutions to problems and prepare concise reports.
      • Proven PC skills including Excel and WordCompensation Range:Annual Salary: $119,243.00 - $133,272.00This salary range represents the Bank's good faith and reasonable estimate of possible compensation at the time of hire. Offer to be determined by selected applicant's education, experience, knowledge, skills & abilities, as well as internal equity and alignment with market data. This role is also eligible to participate in the Bank's annual incentive plan.
